Zero emission vehicles can be our most visible incarnation of our ability to simultaneously create jobs, strengthen British industry, cut emissions, and continue travelling. From 2030 we will end the sale of new petrol and diesel cars and vans, 10 years earlier than planned. However, we will allow the sale of hybrid cars and vans that can drive a significant distance with no carbon coming out of the tailpipe until 2035. The accompanying support package of 2.8 billion demonstrates our continued faith in British car manufacturing as the backbone of UK industry in the West Midlands, Wales and the North, bringing jobs and investment back into the UK whilst simultaneously reducing greenhouse gas emissions and improving the air we breathe.


Moving to sustainable fuels is one of the key steps to success that we can unlock. We will run a 15 million competition to support the production of Sustainable Aviation Fuels (SAF) in the UK, building on the success of the Future, Fuels for Freight and Flight Competition. We will establish a SAF clearing house, the first of its kind in Europe, to enable the UK to certify new fuels, driving innovation in this space. Alongside this, we intend to consult on a Sustainable Aviation Fuel mandate to blend greener fuels into kerosene, which will create a market-led demand for these alternative fuels. To support the emergence of a market in zero emission aircraft we will invest in R&D into the infrastructure upgrades required at UK airports to move to battery and hydrogen aircrafts.


General Blanco Neil, p. 263. The partial success of 1 July produced consternation in Havana. The commander in Cuba, General Ramón Blanco, ordered Cervera to leave Santiago de Cuba, fearing that the Spanish squadron would fall into American hands, to face the concentrated fire of all the American vessels outside, a certain recipe for disaster. Blanco persisted, and on 3 July Cervera made his sortie. Admiral Sampson had just left the blockade, moving east to compose differences with General Shafter. This movement left Commodore Winfield Scott Schley as the senior officer present during the naval battle. Schley had earned Sampson's distrust because of his earlier failure to blockade Cervera promptly. This concern was justified when Schley allowed his flagship to make an eccentric turn away from the exiting Spanish ships before assuming its place in the pursuit. Cervera hoped to flee west to Cienfuegos, but four of his five vessels were sunk near the entrance to the channel. The other ship was overhauled over fifty miles westward where its commander drove it upon the shore to escape sinking.This destruction of Cervera's squadron decided the war, although further fighting occurred elsewhere. Sagasta decided to capitulate at Santiago de Cuba and to inaugurate peace negotiations at an early date through the good offices of France. He also recalled a naval expedition under Admiral Manuel de la Cámara that had left Spain earlier, moving eastward through the Mediterranean Sea and the Suez Canal to relieve the garrison in the Philippines. The navy had organized a squadron to pursue Cámara, but his recall ended any requirement for it.After the Spanish forces at Santiago de Cuba capitulated on 17 July, a welcome event because the Fifth Army Corps had fallen victim to malaria, dysentery, and other tropical diseases, the Commanding General of the Army, Nelson Miles, led an expedition to Puerto Rico that landed on the south coast of that island. He sent three columns northward with orders to converge on San Juan. These movements proceeded successfully, but were ended short of the objective when word of a peace settlement reached Miles. Meanwhile the fifth Army Corps was hastily shipped to Long Island to recuperate while volunteer regiments continued the occupation of Cuba commanded by General Leonard Wood.


The case for fixing the broken rung is powerful. If women are promoted and hired to first-level manager at the same rates as men, we will add one million more women to management in corporate America over the next five years.

The U.S. economy is clearly slowing from the historically high growth rates of 2021, which reflected the reopening of the economy following the pandemic recession. While the latest economic data have been mixed, in my view our economy continues to show strong underlying momentum. The labor market is particularly strong, but it is clearly out of balance, with demand for workers substantially exceeding the supply of available workers. Inflation is running well above 2 percent, and high inflation has continued to spread through the economy. While the lower inflation readings for July are welcome, a single month's improvement falls far short of what the Committee will need to see before we are confident that inflation is moving down.


SECRETARY ALBRIGHT: Thank you. Good morning. My plan was to discuss the Korea visit, which I will do in a minute, but first I want to express my deep sorrow at the explosion involving the US Naval vessel COLE in Yemen. My prayers are with the families of those killed and injured, and with all the brave men and women in uniform who serve our country every day around the world.


SECRETARY ALBRIGHT: Well, as you know, we are very careful in determining how that list is put together. And there are a variety of considerations in it, and we obviously felt that there was a reason to. But I think that we first have to be very careful here to make an assessment of the facts, and I think it's very important that we know what happened and why it was caused. And we obviously will keep looking at the situation.


SECRETARY ALBRIGHT: Well, first of all, I really caution you all not to jump to conclusions here. We have ourselves been talking about it all morning, and the investigation is going on. And I just think it's important -- you know, it's a great tragedy that four Americans died and that 30 are injured. I think there are two Yemeni nationals among those. And it is a great tragedy and we are obviously doing everything that we can. And as I said, if it does appear -- if it is a terrorist attack, we obviously will take appropriate steps. But I just urge a little bit of caution.


The pace of implementation and phasing of the Selected Alternative will depend on many factors, including funding and financing availability, environmental approvals, market growth, regional cooperation, and practical operating constraints.4 However, each phase will require extensive coordination between the NEC stakeholders to plan and fund projects, as well as to implement them in an organized and sequential way that achieves benefits and allows for continued operation on the NEC. The FRA proposes the following set of key principles to guide the collaboration and development of incremental phases:


In June 2016, the FRA established the NEC FUTURE SDP Working Group (Working Group). Its members include the Northeast Corridor Commission (NEC Commission) and staff from the NEC states, Washington, D.C., and railroads with experience in capital planning and project delivery. The Working Group will provide information to help the FRA define and advance an Initial Phase. This work includes defining service increment objectives for the Initial Phase, the sequencing of improvements, and a schedule for implementation. Upon publication of the FRA's ROD, which will complete the Tier 1 National Environmental Policy Act (NEPA) process, the Initial Phase for the Selected Alternative will be detailed in the SDP. The SDP, scheduled for completion in 2017, will address several issues relating to implementation of the Selected Alternative and will:


As described in Section 10.3, the Working Group, established as a forum for stakeholder and FRA collaboration, will work together to define an Initial Phase. As a first step in this process, the Working Group will identify measurable service objectives and projects necessary to achieve the service benefits associated with an Initial Phase. Defining, at a high level, individual project scopes will require careful consideration of the ways in which individual projects are related with one another, identifying those that should be considered together and those that can advance independently. In working through the best sequencing of projects to achieve desired service benefits, the Working Group will also consider how to sequence the projects to minimize impacts to existing railroad operations. Additionally, specific scopes of each project or packages of projects and their sequencing will take into account the availability and timing of funding or financing options. 2ff7e9595c
